Hongkong telegram No. 7 to me and Trade Commissioner telegram No. 3 which were repeated by Governor of Hongkong to the Colonial Office.

His Majesty's Consul-General, Canton, telegraphed January 27 th that he had been reliably informed that Japanese were pressing strongly to obtain water- works contract of 1,500,000 dollars at Macao and had asked Governor to state terms. Japanese were also said to have offered to create line of 2,000 tons cargo steamships to Macao,

2. On receipt of Consul-General's telegram I asked Trade Commissioner at Hongkong for his observa- tions which are contained in his telegram under reference.

Addressed to Foreign Office No. 117 February 2nd; repeated Saving to Trade Commissioner, Governor Hongkong, Canton, Mission and Commercial Counsellor.
